A gang of criminals originally led by [[Mistress Panther]]. The majority of the group's leadership were caught shortly after the [[Hope Tower Incident]], as the result of a tip-off from [[Oracle]]. However, the lower levels of the gang continued operating as they always had, conditioned to obey orders without question even when the person giving those orders had since been arrested. This continued until they got new leaders, merging with [[Spector]]'s gang in order to become the group known either as [[New Hope]] or [[Hope Zero]].

The group now takes orders from [[Spector]] (who is calling himself either "The General" or "[[Professor Normal]]" in honour of his mentors [[General Chesterton]] and the first Professor Normal), or from a woman who may or may not be Mistress Panther. Her former lieutenants claim it is her, and nobody else has got close enough to confirm. If it is her, it is as yet unknown whether she has had her claws removed, or has managed to fake her treatment yet again.
