These are people who take extreme measures to stop criminals, killing or mutilating those responsible, in the parts of the city where nothing less would have much of an impact. As the police in those districts is always stretched to the limit already, such masks might get away with killing criminals because there isn't time to investigate every case, even if the police don't really approve of their methods.
