A quasi-military organisation, officially part of the [[City Special Forces]]. They investigated artificially granting an officer [[supernormal]] powers, but unlike [[hope One]] and [[Hope Three]], they never pushed their candidate into the public eye as a [[mask]].

Their commander, combined with a vast array of technology necessary to manage his abilities, is known as [[Oracle]], but only select officers within the [[City Special Forces]] are even aware of his existence.

Hope Two is also responsible for crowd control and evacuating the area of a battle when [[Captain Ultimatum]] is fighting a high-power villain. As this is the only situation in which most members of the public would encounter them, many people assume that they are directly subordinate to [[Hope One]]; a backup unit to support the Captain. The organisational structure behind the official [[badge]]s of the city was never widely known.
