The [[Oracle]] is a [[mask]], and one of [[Hope City]]'s first official [[badge]]s. However, most of the public have never heard of him. The reason for this is that he operates only within [[Hope Two]], and his powers are a combination of [[supernormal]] abilities (granted by being in contact with the [[Hope Tower]] rooftop communications array when it was struck by lightning) and advanced technology.

The Oracle doesn't go out wearing a mask. But given sufficient information about time and location, he can extract some files from a computer system in the past or future. A common situation, using a computer which is left at a fixed location for precisely this purpose, is reaching forward to get a barely legible copy of the next month's newspapers.

Sometimes the ability works as planned, sometimes requests from other government agencies are declined. Only [[Hope Two]] know whether these requests are being declined for political reasons, because of some hard-to-explain limitation of the Oracle's powers, or because he has an innate sense of what things could endanger the future if known.
